Pokemon Legends Arceus introduces several mysterious side quests that require players to think outside the box to solve historical Hisuian riddles. Request 66, known as The Sea's Legend, is unique because its solution is not found within the game itself, but rather referenced in a book located in Pokemon Brilliant Diamond and Shining Pearl. Completing this riddle rewards trainers with the chance to catch the mythical water-type creatures Manaphy and Phione.

Gathering the Required Pokemon Team

Before attempting to trigger the event at sea, you must catch three specific Pokemon species native to the Hisui region. Your active party needs to include a Buizel, a Mantyke, and an Overqwil to unlock the hidden ocean seal. Overqwil must be evolved from a Hisuian Qwilfish by using the move Barb Barrage in Strong Style twenty times.

Once you have all three creatures ready, add them directly into your active party roster before heading out. Having these specific entities aligned is mandatory to trigger the environmental event within the Cobalt Coastlands area. Failing to include even one of these monsters will prevent the coastal gate from reacting to your presence.

Navigating the Coastlands and Passing the Gate

With your specialized party assembled, travel to the Cobalt Coastlands during the evening hours to find the gate. Look for the large, prominent stone archways curved over the ocean water near the Sand's Reach area. You must ride across the surface on your Basculegion mount and pass directly beneath the gap in the stone pillars.

If you have met all conditions perfectly, a distinct text box will appear on the screen accompanied by a loud, echoing sound. This notification confirms that a hidden chamber has opened up somewhere along the nearby rocky cliffs. From this moment, the mythical targets will wait inside their cave until you arrive to challenge them.

Entering Seaside Hollow to Catch Manaphy

After successfully breaking the ocean barrier, travel north along the coast toward the rocky cliffs of the Seaside Hollow cave. Approach the hidden cavern entrance nestled inside the rock wall facing the northern sea. Inside the cavern, you will discover one aggressive Manaphy surrounded by three protective Phione allies.

Be prepared for a chaotic encounter because all four targets will simultaneously attempt to attack your trainer character with water barriers. Throwing mud balls or spoils can temporarily shatter their defensive shields, leaving them vulnerable to direct battle prompts. Weaken their health carefully using status effects before throwing your best Poke Balls to successfully secure the mythical creatures.
